1. Purpose and Scope

This Refund and Cancellation Policy explains when fees paid to Government Contracting Authority LLC (GCA) can be canceled, credited, or refunded. It applies to all GCA services. It should be read together with the Terms of Service, the Registration Services Terms, and any Contract Capture and Support Agreement (CCSA), Statement of Work, or other written agreement between you and GCA.

2. General Rule

Consistent with Section 7 of the Terms of Service, GCA fees are non-refundable unless this Policy or your written agreement with GCA expressly says otherwise. GCA's services are professional services performed by people. Once work has begun, the time spent on it cannot be returned.

Where your CCSA or other written agreement contains its own refund or cancellation terms, those terms control.

3. How GCA Is Paid

GCA invoices in writing and is paid by bank transfer to the account stated on the invoice. GCA does not take card payments for Registration Services. For Registration Services, temporary GCA Arsenal access opened while a transfer clears is not a payment and does not start any refund period. Refunds are made by bank transfer to the account the payment came from.

4. Registration Services

The table below summarizes how cancellations, credits, and refunds work for USG Registration Services packages. The Registration Services Terms govern in full.

SituationOutcome
You cancel within 48 hours of your payment clearing, before GCA begins document reviewFull refund of the package fee, less bank charges on the refund
You cancel after GCA has begun document review, filed any request, or opened your full GCA Arsenal accessNo refund
You bought Pre-Engagement Registration and sign a GCA engagement within 24 months of paymentThe full package fee is credited against your first engagement fee invoice
You bought NCAGE and SAM or Full USG Registration and later sign an engagementNo credit, unless GCA agrees otherwise in writing
GCA stops the services without cause before the package is completeFull refund of the package fee
GCA stops the services because of false information, non-response, failed due diligence, misuse of the GCA Arsenal, or misconductNo refund

The Pre-Engagement credit is a credit, not a cash refund. It applies once per legal entity, is limited to the engagement fee, and does not apply to success fees, contract award fees, or reimbursable costs. Unused GCA Arsenal access is not refunded.

5. Government Fees and Third-Party Costs

The United States Government and NATO do not charge for NCAGE, UEI, SAM.gov, PIEE, SPRS, or JCCS registration, so no government fee is ever included in, or refundable from, a GCA fee. Third-party costs you pay directly, such as certified translations, notarizations, registry extracts, and bank charges, are between you and that provider and are not refundable by GCA.

6. Engagement Fees and Success Fees

Engagement fees, contract award fees, and success fees are governed by your CCSA or other written engagement agreement. Unless that agreement says otherwise, engagement fees are earned when the engagement is executed and are non-refundable.

7. 100% Technically Acceptable Money-Back Guarantee

GCA's 100% Technically Acceptable Money-Back Guarantee applies to proposal development performed under an engagement. Its conditions and the refund it provides are set out in the applicable CCSA or engagement agreement. The Guarantee does not apply to Registration Services, GCA Arsenal access, training, or other standalone purchases.

8. Overpayments and Duplicate Payments

If you pay twice, pay more than the invoice, or pay after a Pre-Engagement credit should have been applied, GCA will refund or credit the excess in full once confirmed. Please tell us within sixty (60) days of the payment.

9. How to Request a Cancellation or Refund

GCA will acknowledge your request within five (5) business days. Approved refunds are sent by bank transfer within ten (10) business days of approval, in the currency paid. GCA is not responsible for exchange rate differences or charges made by your bank.

10. Disputes

If you disagree with a decision under this Policy, please contact GCA first. Most issues are resolved quickly and directly. Disputes are otherwise handled under the Dispute Resolution Policy.

11. Changes to This Policy

GCA may update this Policy from time to time. The version in force on the date of your payment applies to that payment.
