Short Answers.
How can you know about a contract before it is published?
Every federal contract has an end date and a value, and both are public record. When a contract runs out, the work is competed again. We track those end dates.
What is a recompete?
The new competition held when a contract ends and the Government still needs the work. Most large US Government contracts are recompetes.
Can a non-US company win a US Government contract?
Yes. Non-US companies win them every day, especially at US bases, embassies and missions abroad. Your location is often the qualification.
What does it cost?
Membership is by invitation. When you pursue a specific contract, you sign one agreement for that bid. The terms are explained on your first call.
What is a PWin?
Your probability of winning a specific contract, calculated by the QMat from your capability, past performance, pricing position and capacity, before you commit money.
