The Challenge

In the early 2010s, Afghanistan construction was one of the most competitive federal markets in the world. Silver Opus Solutions was pursuing the US Army Corps of Engineers' Troop Housing Phase 4 design and construction program at Bagram Air Base, a $29M project, without an internal capture and proposal organization to run the pursuit.

The GCA Approach

GCA's team became that organization. Resources deployed to Washington, DC to engage directly with Silver Opus's government customers, while dedicated research and proposal development teams ran the pursuit. Working alongside Silver Opus's engineers and construction experts, the team formulated the operational and pricing strategies the bid was built on.

The engagement went further than the win: GCA's team hired and trained a full-time, organic capture and proposal team inside Silver Opus, turning an outsourced capability into a permanent one.

The Result
