The Challenge
The United States Transportation Command's Port Operations and Related Transportation Services (PORTS) contract provides stevedoring and related terminal services at ports worldwide, spanning six geographic combatant command areas with a ceiling of $710,000,000 over a ten-year ordering period running from June 2024 through November 2034. It is strategic infrastructure: the ports through which American military power deploys.
International Container Terminal Services, Inc. (ICTSI), with TYR Logistics, brought world-class port operations experience, cargo handling, vessel planning, material handling equipment operations, and transportation services. The task was translating that operational depth into a proposal that would survive one of USTRANSCOM's most demanding source selections.
The GCA Approach
GCA's team built the technical proposal around ICTSI's documented global port operations, structuring every section against the solicitation's evaluation criteria and closing every compliance gap before submission. Requirements were tracked at the individual level across the full acquisition package, the same discipline that now runs through F.O.R.G.E.™ and the CMat™ on every GCA engagement.
The Result
The proposal navigated the entire source selection process without a single technical inquiry from the Government, and ICTSI was awarded in May 2024. A source selection with zero evaluation notices on the technical volume is rare; it means the evaluators found nothing to question.
“Through WSGC's meticulous crafting of the proposal, which highlighted ICTSI's strengths and capabilities, the proposal successfully navigated the source selection process without a single technical inquiry from the USG, demonstrating the exceptional quality and clarity of WSGC's work.”Marc Taylor · CEO, TYR Logistics
The System Behind It
- F.O.R.G.E.™: Complete requirements extraction across a six-COCOM, ten-year acquisition package.
- CMat™: 100% technical compliance, proven by a source selection that produced zero technical inquiries.
