The Challenge

The Army Contracting Command's Heavy Lift 9 program is the master contract for commercial line haul, heavy lift, and personnel transportation across the entire United States Central Command area of responsibility, supporting the First Sustainment Command (Theater) and United States Army Central Command. Multiple firm-fixed-price indefinite-delivery/indefinite-quantity awards were on the table, and every serious transportation firm in the region was competing for a seat.

Rehal International Transportation Company, a Kuwait-based logistics firm with two decades of fuel and bulk cargo experience supporting US Army operations, needed its proposal to prove what its fleet already did daily: safe movement of equipment, cargo, and personnel at theater scale.
