Together, these installations support power projection across the Mediterranean, the Middle East, and sub-Saharan Africa.

NAVFAC Europe Africa Central (EURAFCENT) is the primary contracting office for naval installation BOS in Italy - and both active awards at Naples and Sigonella include option years that set the stage for full recompetes.

In January 2025, NAVFAC EURAFCENT exercised a $9,244,868 option year on the NSA Naples BOS contract, running from April 1, 2025, through March 31, 2026. The contract holder is Valiant/ALCA JV, LLC - a joint venture structure common in OCONUS BOS work, where small business teaming and ITAR compliance requirements make partnerships strategically necessary. In December 2024, the same command awarded an $8,648,940 modification to the NAS Sigonella BOS contract, covering the full calendar year 2025.

Both contracts cover the full suite of installation support services: facility management, custodial operations, grounds maintenance, waste management, utilities support, and associated administrative functions. BOS contracts of this type are typically structured as indefinite-delivery/indefinite-quantity (IDIQ) instruments with a base period plus multiple option years, rebid on a three-to-five-year cycle. With the Naples option expiring in March 2026 and the Sigonella period of performance concluding in December 2025, both instruments are positioned for full recompete solicitations within the current fiscal year.

The real opportunity in EUCOM Italy BOS contracting is not the award - it's the 18 months before the solicitation drops. Companies that build past performance and relationships inside NAVFAC EURAFCENT before the RFP hits SAM.gov win at rates that others can't match.

03 - MILCON Pipeline: Vicenza, Aviano, and What Comes Next

Military construction at USAG Italy Vicenza and Aviano Air Base is progressing on multiple fronts - and Phase 5 of the family housing project at Vicenza represents a separate contract award expected in 2027.

The most significant active construction award in Italy remains the $117 million Phase 4 Vicenza Army Family Housing project, awarded to Italian firm ICM S.p.A. in November 2023. This Design-Bid-Build MILCON contract covers residential housing units at Caserma Del Din in support of the approximately 6,000 personnel assigned to USAG Italy and the Southern European Task Force, Africa (SETAF-AF). The fifth and final phase - which will include a community center - is expected to be awarded in 2027, creating an additional major MILCON opportunity for qualified construction firms with OCONUS experience and ITAR clearance.

At Aviano Air Base, the U.S. Army Corps of Engineers' Europe District completed a $4.5 million rapid-deployment warehouse in 2024. The 13,450-square-foot facility is managed by the 173rd Airborne Brigade (Vicenza) and stores pre-positioned equipment, cutting deployment timelines for paratroopers operating across Europe, Africa, and the Middle East. Additional Aviano infrastructure projects - including a high-dock facility for aircraft-adjacent cargo loading - are in planning or design phases. Europe District is the primary contracting authority for construction across these sites, with NAVFAC EURAFCENT handling most Navy-directed work.

Timeline

~Dec 2026 - Vicenza access control point construction start. An access control point at the north end of Caserma Del Din is in design, with construction expected to begin approximately December 2026. It will provide deploying troops direct highway access, bypassing city traffic en route to Aviano.

04 - Entry Points for GovCon: Vehicles, Teaming, and Registration

Key Insight

OCONUS contracting in Italy requires registration beyond SAM.gov - firms must understand ITAR obligations, NATO SOFA labor provisions, and NAVFAC EURAFCENT's small business subcontracting requirements before pursuing awards.

Most NAVFAC EURAFCENT BOS contracts are unrestricted full and open competitions, but small businesses can access the supply chain through teaming, subcontracting, and second-tier partnerships with prime incumbents. The Valiant/ALCA JV model - where a veteran-owned concern partners with a local or specialized firm - is representative of how competitive OCONUS BOS awards are won. Teaming for EUCOM Italy contracting typically requires demonstrating relevant past performance in overseas facility management, bilingual workforce capacity, and familiarity with Italian labor law and environmental compliance requirements.

For construction opportunities, the Sigonella Multiple Award Construction Contract (MACC) - a $95 million ceiling IDIQ awarded in FY2021 - remains an active vehicle for task order competitions at NAS Sigonella and its outlying sites at Niscemi and Augusta Bay. Firms already on the MACC roster have a significant advantage for individual task order bids. Firms not on the vehicle should monitor SAM.gov for recompete announcements. Italy's U.S. Army posts in northern Italy have also projected up to $500 million in total investment across multi-year construction and services work - creating a long runway of opportunity for firms that position early.

Regardless of contract vehicle, contractors operating in Italy under the NATO SOFA must comply with ITAR regulations for any work touching sensitive military equipment or facilities. Understanding these requirements upfront - rather than treating them as compliance afterthoughts - is the difference between a competitive proposal and a protest-worthy one.

Italy is not a "show up and win" market. The installations have long memories, strong incumbent relationships, and specific compliance expectations. But for firms that do the pre-work, the recurring contract value is exceptional.

05 - FY2026 Outlook and How to Position Now

Contractors should treat recompete solicitations at NSA Naples and NAS Sigonella as high-priority pursuits and begin building technical approach differentiation, past performance documentation, and teaming arrangements now - well before a draft solicitation appears.

MILCON-focused firms should monitor USACE Europe District announcements for the Caserma Del Din access control point project (design through 2025, construction expected December 2026) and begin shaping their capacity and bonding position for the Phase 5 Vicenza community center award expected in 2027. Italian construction partner relationships - particularly with firms already registered as NAVFAC-approved subcontractors - will be a competitive differentiator. The economics are supportive: Caserma Ederle and Del Din together contribute approximately $1 billion in economic activity and 6,000 jobs to the Veneto region, meaning the local business ecosystem is both substantial and well-established.
