The Challenge
The United States Air Force's Multiple Award Construction Contract (MACC) for Aviano Air Base and Geographically Separated Units across Italy carries a $205,300,000 ceiling over a ten-year ordering period, anchored by a demanding electrical seed project. GCA partnered with LAGECO di Parisi Adriana S.r.l. to pursue it.
Mid-procurement, the Government substantially revised the requirements. The new structure obliged LAGECO to bring in ACREIDE Consorzio Stabile S.C.A.R.L., the consortium of which LAGECO is a member, as the prime offeror. A restructure like that, after proposal architecture is set, kills many bids outright.
